Brief Introduction of CTV 67.

The importance of any media set-up, in a civilized or democratic dispensation be it Radio, Television or even print cannot be overemphasized, especially because of its traditional role of informing, educating, entertaining, and mobilizing the general public towards a specific understanding.
It is with this perception and the clear resolve of the present administration in Kano state to move the state forward by committing themselves to doing only the right things, as the custodians of the people’s mandate. We pledged to commit all our efforts in upholding the same ethics.
I took over from the outgoing M.D. on Thursday 7th August 2003, as the new Permanent Secretary/CEO of the state television corporation (CTV 67/48). Both of us addressed the staff and seek for their understanding, support and cooperation.
The corporation has a total number of 133 staff, assisted by some members of the NYSC, some 21 necessary Casual staff, and a large number of Artistes who participate in various Programmes. The corporation is divided in to three different departments, namely Television directorate, Engineering Services, and Admin & general services, each headed by a director.

Television directorate.

This department has two major divisions, Programmes & Productions, and News & Current affairs. It is responsible for initiating all programme ideas, and developing them from initial idea in to finished programmes. These Programmes fall under six units, namely Drama unit, Religious unit, Light entertainment, Public affairs, Women & children, & Special coverage unit. While production includes art & design, Camera operations, Film editing, vision & sound mixers, transmission controllers and library. News & current affairs division includes translation, current affairs, news, reportorial, & research units.
Engineering department.

This department is responsible for installation, operation & general maintenance of all equipment and machinery of the corporation. It has four units, Studio operations, transmitters, Plants unit, and auxiliary services.

Administration & General Services.

The department consists of two basic divisions, namely general administration & Accounts. This department deals with personnel matters and general coordination of all administrative matters; it serves as a service center to other departments and coordinates all financial matters of the corporation.

Commercial unit.

This unit is headed by a manager under the supervision of the CEO. It is charged with the responsibilities of generating revenue through the sale of airtime to corporate bodies or individuals by soliciting sponsorship of airing productions.

Internal Audit unit.

This unit is headed by an internal auditor, under the office of the CEO. It serves as a unit of preauditing and post auditing the corporation’s expenses. 


General remarks.

1)    Transmitters. (A) The corporation has four (22)years old Comark Transmitters in which only two are working, (one visual & one aural)
The other broken down two needs basic components, klystron, cavities, filament circuit boards, meters, focus coil, power supply, isolation transformers, and assorted relays. (This covers about 130 kilometres radius).

(B) We also have a 23years old Emcee 1 Kilowatt transmitter—This has also been down for a long time, needing parts replacement including Channel 48 Crystal oscillator, modulator, 1000 watts tube, and assorted relays. (This covers about 30 Kilometres radius).

These transmitters have been phased out as outdated equipment; it is therefore becoming more and more difficult to obtain spare parts. It is much better and more economical for the government to purchase the new easy maintenance digital ready transmitters.

2)    Studios.

The corporation has two (2) transmission and recording Studios.  Studio A. This studio has the persistent problem of insufficient cooling, due to the breakdown of central air-conditioning. There is also need for an additional studio to relieve the existing ones from over use, new props to renew studio settings, and benches/risers to accommodate large audience seating. There is also a need to procure and purchase professional studio Lamps (bulbs) CP 40, CP 42, CP 52, in order to restore professional Studio lighting. 

Studio B.  In order to improve our production capacity and quality. The studio cameras that were installed 12 years ago should be replaced, due to aging and loss of quality, colour synchronization and phasing. In addition to this, there is a need for the purchase and installation of quality professional video cassette discs and recorders. Off-air monitors and Video distribution amplifiers, (VDA’s), video and audio mixers are also required.    

3)    Plants.

The corporation has five big generating sets in which only two are working, 500KVA Cummins generator, and 350 KVA Perkins. The other three are 2no. 350 and 415KVA Caterpillars, and 350KVA Rolls Royce, that have been down for a while. However, the state government, upon an estimate from the state rural electricity board, gave the REB the funds to repair the Rolls Royce and the repair is still not completed.      
We also have a 50KVA HR6 Lister, and (.5) 500 watts 
small Yamaha for very small outside coverage, at locations. 

4)    Vehicles.

The corporation has thirteen (15) motor vehicles, out of which only seven (9) are serviceable. Three are used as official vehicles to some members of the management while the other six are for various operational services. Most of these vehicles are in use for over twelve years. The management would like to suggest for some repairs and replacements, as most of the vehicles are too old and it is more economical for government to deboard the broken down ones.

5)    Outside Broadcast Van (O.B. Van)
It is highly desirable for this corporation to have an O.B.Van for outside and on location coverages. The management has suggested to the government to release the sum of N5.5million for the purchase a portable van, some equipment with an escorting microwave links for instant and live coverages. However N4million was approved, and installation is in progress.

6)    Finances.

Although the corporation is appreciative of the    
government’s kind gesture in providing 85% of the staff 
salary, however we find it extremely difficult to provide the   
15% balance and at the same time finance our day-day    
operations, which consists of buying diesel for generators,  
fuel for vehicles, maintenance of machinery and equipment,  
paying NEPA and NITEL bills, as well as settlement of staff    
medical bills, artiste fees, staff official tours, purchase of  
consumables such as tapes cassettes, stationeries and casual  
staff from the meager revenue being generated. The   
management has requested government to give us a waiver of  
the 15% salary contribution, and staff paying us 100% salary.

NAN Satellite

We employed the services of the News Agency of Nigeria Satellite and we pay annual Subscription. The state government
Purchased the system for us from the News Agency of Nigeria at the cost of N1.5 million at the beginning of this year. This has provided us with vast national & international news items at the press of a button on a 24 hours basis.


Computers.

The corporation has upgraded the computer systems, provided to each directorate with a complete system including the Newsroom and the library. We have networked the system, and has presently applied to the state government for the purchase of four (4) new computer sets to enhance the system, and replace some of the broken down ones donated by the voice of Germany.

The corporation is presently undertaking two projects, the fabrication of a local O.B.Van, and also the making of studio C. Government has provided N4 million for the first one while the second is being financed by us at our convinieance.

Outstanding.

Government has presently provided the sum of N3.5million for the repairs of serious roof leakages on the 3rd floor, the 2nd floor western wing and the permsec’s office. The money is now in our accounts awaiting further process.

CTV 67 Situation Report & Request for assistance.

I took over from the outgoing M.D. on Thursday 7th August 2003, as the new Permanent Secretary/CEO of the state television corporation (CTV 67/48). Both of us addressed the staff and seek for their understanding, support and cooperation.
On Monday 11th august, myself and the management staff took a  point-to-point visit of all offices and operational areas so as to assess the actual situation on the ground, making a documentation of everything.
On Tuesday 12th august. We had a management meeting, where all the issues noted were thoroughly discussed, and a schedule for a managements’ meeting with various divisions was arranged. Accordingly we met senior officers on salary grade level 12 and above from TV directorate, Engineering, and also Administration together with commercial officers.
On Monday 18th August, The management met all the other staff on G.L.01-10. We addressed them and heard their own views.
The management’s tour and the meetings with the various departments gave us a clearer picture of the actual situation on the ground which helped us to write this report.

News Agency of Nigeria Satellite & Subscription. It is the desire of this station to acquire the equipment and subscribe to the agency at the cost of
N1,500,000=00 from the agency. This if done, will provide us with vast national & international news items at the press of a button on 24 hours basis.
Computers. The corporation would like the state government for purchase
Four (4) computer sets to replace the previous broken down ones, donated by voice of Germany, at the cost of N75,000= each. Totaling N600,000=00.

Engineering department.
